New leadership – ULI UK Infrastructure Council

ULI UK is delighted to share that Chris Choa has been appointed as chair of ULI UK. Chris will work closely with the broad range of programmes across ULI UK, including Infrastructure. “In an age of extraordinary political and systemic change for cities, this is a particularly interesting moment for ULI. “The Infrastructure Council is well-positioned to identify and develop new insights to inform the development of urban land.”

We are pleased to share that Hugh Roberts and Paula Hirst as the new Co-Chairs for the ULI UK Infrastructure Council. Hugh brings an extraordinary range of national and international experience from over 4 decades in urban and transport infrastructure including 28 years with WS Atkins and latterly Colin Buchanan which became SKM then Jacobs. This includes several new town master plans from UK, Malta and India, the Channel Tunnel project from both the French and English coasts, HS1, RENFE’s Fast Rail network in Spain, port and airport planning in the Middle East including Dubai’s Deira Creek and Shuwaikh port in Kuwait, and feasibility and design development for Cardiff’s Bay Development Corp. and Millennium Stadium, the Barcelona and London Olympics and the redevelopment of Old Oak Common in west London.

He will be working closely with Paula Hirst, who brings a wealth of expertise in the interface between infrastructure and the urban realm. Paula’s involvement in large scale development projects includes senior leadership roles at the Old Oak and Park Royal Development Corporation, Future Cities Catapult, Mazars, Atkins, and the Olympic Delivery Authority, covering masterplanning, infrastructure, urban development funding and financing, and innovation in design and delivery. ‎Paula is currently leading the masterplan for Euston station for HS2 Ltd.

Ensuring that the right infrastructure is in place, at the right time, and is fit for purpose for today’s and future generations needs is key to the responsible development of land.
