Later Living: an emerging real estate sector for institutions
Billions of pounds from insurers and pension funds are set to pour into the UK’s emerging housing with care sector.
The mission of the ULI UK Residential Council is to enable the delivery of more sustainable residential development, property management and investment across the UK, while fostering and implementing best practice.
The UK Residential Council’s utilises ULI’s extensive public and private networks to exercise leadership and share best practice for the responsible management, design, investment and development of domestic properties across the UK. Our programme this year will focus on: later living – housing with care; build to rent; new methods of construction and affordability.
We are leading designers, developers, investors, property owners and managers, engineers, academics and civil servants, as well as other professionals, all active in the UK residential property sector. We welcome members and participants from the public and private, large and small organisations who care about advancing best practice across the all fields of the residential sector.
We work with industry representatives and the public sector in the UK to establish the national agenda and the European Council internationally, to ensure that we are sharing best practice and thought leadership with our members in the UK.
The Council offers a programme of events, learning opportunities and site visits for its members. Organised by the Council’s Executive Committee, the events range from intimate roundtable discussions to larger conferences, offering knowledge exchange and networking opportunities. The Council also hosts an Annual Council Meeting, comprising a half day programme, ahead of the ULI UK Annual Conference.
The ULI UK Residential Council has published two editions of ‘Build To Rent: A Best Practice Guide’, a seminal industry guide for the residential sector. The Guide provides a valuable and practical guide to the market for the development and ownership of purpose-built residential stock that meets the needs and aspirations of future investors and renters.
Written by a multidisciplinary Steering Group of residential professionals, the Guide considers best practice in the design, delivery, management and maintenance of purpose-built rental stock for the UK, as well as planning, viability, cost, procurement and how best to understand the prospective customer.

By 2040, almost one in seven people is projected to be aged over 75 in the UK, and the current build rate for age-appropriate housing will fall woefully short. Through this report, Later Living: Housing with Care, the ULI is seeking to promote the provision of housing with care through some myth busting and the promotion of good and innovative practice, which puts people and choice at the centre of delivery. The guide also seeks to clarify the myriad of terms used to describe accommodation within this highly fragmented sector. It is relevant to existing funders, commissioners, investors, developers and operators, both public and private sector, as well as new entrants who wish to diversify. Our aspiration is to encourage conversations about what is needed, promote new and emerging models that will attract new entrants, funders and operators, and inform strategic planning across a diverse spectrum of stakeholders.
